Civic issues
Topics getting the most attention in Orange public meetings, ranked by how frequently they come up.
Winery/brewery tasting site in Old Town packing house
The Car-nnoisseur Café's beer and wine approval raised questions about parking spillover near two churches and the Plaza. State law (AB 2097) blocks the city from imposing minimum parking near the Metrolink station, so commissioners had to weigh street-parking impacts they can't regulate. A church 489 feet away was left out of the staff report's sensitive-receptor list — an oversight staff acknowledged.
Paid parking impact on Old Towne businesses
A yoga studio owner said attendance has dropped 36% since paid parking began and asked the council for a validation or discount program for repeat customers.
Village Meats to Heim Specific Plan delay
A resident warned the specific plan for the former Orange Mall area still hasn't been released publicly, delaying tax revenue the city badly needs, and urged the council to keep the Walmart parcel's current zoning.
Alcohol service at new restaurant on former Hoffman Radiator site
A new restaurant and bar with 225 outdoor dining seats and 16 bar seats will occupy the adaptive-reuse of the historic Hoffman Radiator service station at Chapman and Lemon. Alcohol can only be served with food — no standalone bar or lounge service — and the site must be fully fenced and gated at night per police conditions.
Business Assistance Façade Grant Program
A CDBG-funded program to help businesses improve their storefronts is one meeting away from approval — it was continued because the housing manager was sick. Councilmembers from Districts 1 and 3 are especially eager, saying their districts are full of candidates.
Tobacco retailer permit overhaul
Several 7-Eleven franchisees and convenience store representatives urged the council to revise the tobacco ordinance before its July 1 vape ban takes effect, saying it punishes law-abiding businesses. The city manager said staff is working on adjustments and will meet with retailers.
West Katella 'Orange Back Lot' economic strategy
Chapman students pitched a film-production district across from OC Vibe that could keep creative jobs and filming revenue in Orange.
Old Towne Plaza cleanliness and parking structure conditions
Merchants and council members described feces, trash, rats, and dirty stairwells around the Plaza and Lemon Street parking structure. The council agreed to restore steam cleaning funded by parking meter revenue and to examine structure cleaning, cameras, and broken space indicators.
Safe and sane fireworks permit lottery
Nine community organizations won the lottery to sell fireworks for the next two-year cycle, with three permits reserved for the high schools and six alternates on standby.
