Civic issues
Topics getting the most attention in Orange public meetings, ranked by how frequently they come up.
Speed limit ordinance amendments
Using new state law flexibility, the city surveyed all 186 speed zones and recommends lowering limits on 47 segments — mostly near schools, parks, and homes. One commissioner flagged data discrepancies, so staff will double-check the study before it goes to the council.
Residential permit parking eligibility in Old Towne
Since paid meters went in downtown, residents on Olive, Lemon and Almond streets can't park near their homes. The commission approved permit parking for Olive Street, but neighbors on surrounding blocks fear the problem will simply move to them.
Walnut Avenue at Orange Street traffic signal
A new signal — fully paid for by Chapman University — will manage access to the parking structure under the athletic field, synchronized with the Glassell Street light. Two council members worried it could funnel traffic into nearby neighborhoods; staff agreed to look at hardening the median.
Loading zone at 233 N. Lemon Street
A business near Chapman University wants an enforceable 35-foot loading zone on its frontage. The commission recommended it, and the City Council makes the final call. The zone stays open to the public with time limits.
Kendra Drive intersection visibility
Parked cars near the Kendra Drive/Hampshire Road corner block drivers' view when pulling out. The 25-foot red curb fixes that but costs about one parking space — and neighbors are wary of any longer restriction after years of parking complaints on the block.
Highland/Dana Place corner parking and pedestrian access
A resident asked for parking restrictions at the Highland/Dana Place corner, where parked trucks block sight lines and a curb ramp is coming next summer. The red curb was approved, but an apartment community resident warned the neighborhood's parking is already squeezed, with multifamily renters losing street options.
