City Charter (Item 10.1)

Opposed the charter, objecting to Sections 400, 803, and 804 — especially the near-impossible bar for future tax measures.

Supported the charter and its local control and property rights provisions, but preferred eight-year rather than twelve-year council term limits.

Urged the council to table the charter, calling it costly, risky, and ill-timed given the city's other pressing fiscal matters.
